Demolition Method: (My eyes are tired tonight and I apologize if there are any grammar or spelling errors.) Demolition and Asbestos Abatement Plan for 35 Miller Point Road, Rosburg, Wa 98643: This is a single-family owner-occupied dwelling. The owner, Tom Browning, has a CDL and a dump truck that will be used to haul nonwasted materials to either Pacific Solid Waste Transfer Station in Long Beach, Wa, or Trails End Recovery in Astoria, Oregon. Asbestos containing materials will be hauled to the Cowlitz County- Waste Control that is available by appointment only for Cowlitz and Wahkiakum County Residents. Everyone who is participating in non-asbestos abatement activities involved in demoing the home will be asked/ encouraged to wear hard hats, steal toed work boots, safety vests, hearing protection, safety glasses, gloves, and work appropriate attire. If other safety precautions arise, they will be addressed as needed. We will start by contacting all utilities disconnected- Wahkiakum PUD provides water and electricity, sewer, telephone, and internet. Asbestos Abatement will be completed prior to any other demoing activities of the home: Prior to the demo of the entire home, we will post a notification stating asbestos abatement is currently occurring and do not trespass. This sign will be in an easy to view place on the property. All permits obtained to work on demoing the home will be located in an easy to access area on the property. The home we reside in is a single-family dwelling and the asbestos containing area is a bedroom that is approximately 212.5sq ft. We plan on using the methods outlined in the PDF provided by SW Clean Air Agency Asbestos removal Procedures for Homeowners- How to Properly Remove Sheet Vinyl Flooring with Asbestos." My husband and I will be responsible for the asbestos removal in our bedroom. Since state law dictates we must have three people present, our 14-year-old son will be in our RV in the event we have a surprised guest stopping by to visit. Prior to the start of the asbestos abatement, we will notify all our friends and family of our project and ask them not to visit during this time. Our son will be instructed not to venture near the back of the home during the asbestos removal. The 212.5 sq ft bedroom is located at the very back of our home and the back of our home is surrounded by trees. As for protective clothing, we will purchase multiple pairs of hooded PPE coveralls to help decrease the chances of our exposure to the dust particles. We are going to purchase a HEPA certified N100 respirator, (one that lists asbestos specifically on the box before purchasing) either full mask or a mouth respirator and protective eye gear. We will be wearing gloves to handle the material, along with rubber boots and booties to cover the boots. In the State of Oregon, my husband works with restricted use pesticides and is certified to administer them. He fully understands the importance of PPE and a respirator, as he uses them when working for Oregon State Parks. He plans to shave any facial hair the day of the abatement to ensure the respirator fits correctly. Asbestos Abatement Materials: As outlined in the PDF mentioned above, we plan to follow the guidelines mentioned throughout the entire booklet. Since our home and almost all our belongings were lost in the house fire, we will purchase a 2-3-gallon tank sprayer and spray bottles to be used to wet the exposed asbestos containing materials. The liquid will be water mixed with liquid dishwashing detergent to help enhance the wetting capabilities. The mixture is one teaspoon per spray bottle or to cup per tank sprayer. We will purchase two sharp chisels each with one-inch blades, two 16-20ounce claw hammers, two putty knives with 4-6-inch blades, razor blade knife w/ extra blades, paint scraper or stiff bladed wall or floor scraper, two wrecking bars for prying up flooring materials. 6mil polyethylene sheeting will be used to cover doorways, heatvents, and closed windows, and placed on all surfaces close to the asbestos containing area ( 6ft square) to help decrease the asbestos exposure. This sheeting will also be used to wrap large sections of asbestos containing materials. The 6mil polyethylene waste disposal bags will be used to hold all the contaminated debris and materials. They will be 33in x 50in and 6mil polyethylene disposal bags containing a preprinted asbestos label. We plan to purchase around 100 bags, as the PDF suggests purchasing a dozen for each 100sq ft. We will use building containment duct tape to seal walls and waste disposal bags. Cleaning/disposable rags will be purchased to be used for assorted removal and clean up purposes. A bucket will be acquired to wash the tools purchased at the end of our asbestos abatement project. Asbestos Abatement Procedures 1. Post warning signs in a visible place, ensure teenage son is located in the RV for safety, and family and friends have been notified. 2. All utilities are disconnected 3. Prior to the start of abatement, all belongings in the room will be boxed and stored elsewhere. 4. Ensure the bedroom door is shut and a 6mil polyethylene sheet surrounds the doorway but windows in the room will remain open for extra ventilation. 5. The designated entry and exit door will be closed and only opened when transporting the asbestos material to the covered vehicle to be transported to the Cowlitz County dump. 6mil polyethylene sheets of plastic up to 6feet square. 6. A hose will be within reach of the abatement area. We will use the "Peeling Method" listed on page 5 of the PDF. Peeling Method and/or Sections Method as needed. Contain Debris 1. Spray detergent water on all plastic sheets laid out and then carefully roll or fold the material and place in a 6mil asbestos preprinted polyethylene bag. 2. Wet debris collected on plastic taped inside the open floor heat ducts, remove the plastic and be careful not to drop the debris into ducts and then dispose 3. Double bag all the asbestos material using 6mil polyethylene bags sealed with duct tape. Large pieces can be double wrapped in 6mil polyethylene plastic and sealed with duct tape. 4. Mist with water and take down plastic bags in home 5. Use clean wet rag to wife all horizontal surfaces and flooring, tools, and dispose of rags appropriately 6. Place tools in a bucket or appropriate waste disposal bag for washing. Decontamination 1. At the designated exit, stand on plastic sheet 2. While standing, spray yourself and other with water- includes entire body with PPE 3. Remove booties and boots, then gloves, coveralls, while turning them inside out- being careful- step off the plastic sheet 4. Take off respirator and remove filters for disposal, wash off and wipe down tools, respirator, goggles, boots, and move each item off the plastic as it is cleaned. 5. Double bag remaining debris and dispose of them in asbestos disposal bags or double wrap them in 6 mil polyethylene plastic sheets ensuring they are tightly sealed. Use wet rags to perform further clean up and never vacuum or sweep asbestos debris! 6. Take a shower. Disposal: The twice bagged 6mil polyethylene preprinted asbestos bags will be disposed of at Cowlitz County Waste Control. We will contact this agency to schedule an appointment to dispose of the asbestos properly and to ensure we obtain the proper documentation, such as "the waste manifest form". Labeling Asbestos 6mil Polyethylene Bags The 6mil polyethylene bags will have the asbestos warning label printed on the bag, and we will add our "last name, address, and date of removal on each container." The asbestos debris will be disposed of within 10 days of collection and transported in a covered vehicle as outlined in the PDF. Post Asbestos Abatement All non-asbestos containing materials will be transported to Pacific Solid Waste Transfer Station in Long Beach, Washington. After the asbestos abatement has been completed properly, and a no trespassing sign accompanied with a demo in progress sign posted in an easy to see location, we will manually strip interior of drywall and other non-organic materials, such as vinyl and laminate flooring, plumbing and electrical materials. We will manually remove windows from home and manually remove concrete board siding and insulation, manually remove roofing materials- asphalt shingles and tar paper, Utilize manual physical labor of 3-5 people to remove roofing materials We will have 10-yard dump truck on site for non-asbestos debris removal that will be taken to Pacific Solid Waste Transfer Station- Long Beach, Wa. The owner, Tom Browning, has a CDL and his own dump truck. Once the building is stripped down to wood studs and framing, an excavator will be used to dismantle the wood studs and framing and placed in a 50 x 50 clear zone to deposit demolition materials. Once the building is completely demolished, the owner will transfer the wood materials to Trails End Recovery in Astoria, Oregon or Pacific Solid Waste Transfer Station in Long Beach, WA. Once the building is down to a concrete foundation, the concrete will be removed with an excavator. All waste materials will be transported to either of the same businesses as mentioned previously to be properly taken care of. | |
