- Vancouver WA 8/7/2024 – The Southwest Clean Air Agency (SWCAA) is actively seeking applicants for the position of Member-At-Large on its Board of Directors. This is a unique opportunity for a Washington resident to contribute to the governance and direction of the agency dedicated to air quality and public health in southwest Washington.
About the Position:
The SWCAA Board of Directors, established by the Washington Clean Air Act, consists of eleven members, including County Commissioner representatives, City Council representatives from the most populous cities, and a Member-At-Large. The Board is responsible for setting local air pollution control policies consistent with the Washington Clean Air Act.
Key Responsibilities:
• Participate in ten Board meetings per year held on the first Thursday of most months at 3 p.m., either in person at SWCAA’s office, or virtually; and
• Protect public health throughout SWCAA’s jurisdiction by setting policies, authorizing resources, and adopting rules which ensure the agency is able to fulfill its statutory and contractual obligations.
Eligibility Requirements:
• Must be a resident of Clark, Cowlitz, Lewis, Skamania, or Wahkiakum County.
• Knowledge about air quality and the protection of public health is preferred.
Compensation:
• Board members receive $50 for each meeting attended and are reimbursed for mileage.

- SWCAA will be hiring either an Air Quality Engineer 1 or Air Quality Engineer 2 position based on level of experience. The successful applicant will work closely with industry personnel to determine compliance with federal, state and local air pollution regulations, draft, develop and negotiate Air Discharge Permit requirements, prepare and update Title V permits and supporting documentation, provide regulatory oversight of source testing activities, including source test plan review, source test observation, source test report review, perform air quality modeling where necessary to support permitting activities, complete and update emission inventories from facilities, evaluate compliance, prepare inspection reports, initiate enforcement action where necessary including drafting of compliance orders and providing follow-up as needed to ensure compliance. Some administrative tasks may be required on occasion including participation in public hearings, rule development, web content preparation and public outreach activities including public presentations. This position reports to the Chief Engineer.
